Steam subscribed mods wont download

I was trying to add mods from the steam workshop to Skyrim, and when i clicked the subscribe button, nothing happened. I tried clicking it over and over, but it would do nothing. i tried subscribing other mods to TF2, Gmod 13 beta, and nothing would happen. I restarted my PC, restarted steam, and i don't know what to do. It's like the subscribe button is broken or something.

The subscribe option on Steam never worked for me, the mods would never download even after launching the game several times after subscribing, and I do not know why, so I had to download all the mods from other sites.
